Project Description

The Project

Gadsden County, in coordination with the Florida Department of Transportation (FDOT), needed a structural rehabilitation solution for a culvert bridge that had been classified as structurally deficient following an inspection in December 2023.

InfraSteel® provided a site-specific structural lining solution designed to meet the project criteria for a new structure—without the cost and disruption of complete bridge replacement.

The Challenge

Originally constructed in 1960, the culvert bridge consists of three corrugated metal pipe barrels. Each barrel measured approximately 240 inches in span by 144 inches in rise and were each 45’ in length and 3.5’ beneath the roadway.

The structure carries CR 274/Cane Creek Road over Cane Creek near Quincy, Florida, in the northern Florida Panhandle. The bridge is owned and maintained by Gadsden County.

A December 2023 inspection classified the bridge’s National Bridge Inventory condition as “Poor/Structurally Deficient.” It received a structural evaluation rating of “2-Basically Intolerable, Requiring High-Priority Replacement.”

The county needed a solution that would restore the structural capacity of all three barrels while minimizing roadway disruption and avoiding complete removal and replacement of the existing structure.

The InfraSteel Solution

After the available replacement and rehabilitation options were evaluated, InfraSteel® 242 was selected as the preferred structural rehabilitation solution.

The initial design called for a 216-inch-wide by 134-inch-high InfraSteel arch liner with a 0.646-inch wall thickness. The project was advertised for bid on July 1, 2025, with a scope of work that included:

  1. Repairing concrete spalls in the existing culvert headwalls.
  2. Injecting and sealing cracks in the headwalls in accordance with FDOT Specification Sections 411 and 413.
  3. Installing a new structural liner in each of the three existing culvert barrels.
  4. Installing erosion- and sediment-control measures, including sediment and turbidity barriers as required by the flow conditions in Cane Creek.

Titan Construction Management of Tarpon Springs, Florida, submitted the lowest bid of $1,345,253.95 and was subsequently awarded the project.

Installation

The completed InfraSteel liners were delivered to the project site in March 2026.

To maintain the flow of Cane Creek during construction, the contractor bypass-pumped the creek through one barrel while preparing the other two. New concrete bottoms were poured in the adjacent barrels, and the InfraSteel sections were loaded into the existing structure from the outlet ends.

After the first two barrels were lined and the annular spaces were grouted, the bypass pumping system was redirected. The third barrel was then prepared, lined, and grouted using the same installation process.

Project Completion

The rehabilitation was completed in July 2026. The customized InfraSteel system provided new structural liners for all three culvert barrels while allowing the county to retain the existing bridge and avoid complete replacement. The rehabilitated structure now meets the design criteria for a new bridge installation.
